Latvia Improves Cancer Screening Programme Evaluation by Refining Indicator Methodology and Data Visualisations

Ensuring a More Consistent and Comparable Framework for Programme Evaluation.

Indicator Methodology and Data Visualisations

The Centre for Disease Prevention and Control of Latvia (CDPC)

The Centre for Disease Prevention and Control of Latvia (CDPC) has refined its approach to monitoring and evaluating nationally organised cancer screening programmes by adapting the indicator methodology to better reflect available data and ongoing developments in data systems.

The Methodology

Previously, only a limited set of indicators was publicly available. The methodology has now been expanded and adjusted to make fuller use of existing screening data and to ensure a more consistent and comparable framework for programme evaluation.

Dynamic Graphs

The indicators and visualisations are available on the CDPC website, where data are presented using dynamic graphs, ensuring user-friendly and easily interpretable data visualisation. In addition, detailed datasets are available in the national health statistics database.

The Indicators

The indicators cover cervical, breast, and colorectal cancer screening programmes and provide structured information on:

  • invitation and examination coverage,
  • participation rates,
  • distribution of primary screening test results.

The methodological refinement is based on European Commission quality assurance guidelines and internationally recognised recommendations, while also being adapted to the Latvian data environment and its evolving data quality framework.

This approach enables more consistent and detailed monitoring of screening programme performance while maintaining international comparability.

Evaluation and Monitoring

As data system capabilities improve, the methodology and indicator set are planned to be further expanded to ensure comprehensive programme evaluation and monitoring.

This approach aligns with the objectives of the EUCanScreen project to improve the monitoring and evaluation of cancer screening programmes at European level.
